Kathleen M. Carter

Kathleen “Katie” Carter, 73, of Hanover, and formerly a long-time resident of Roseville, California, passed away peacefully on Tuesday, August 11, 2026, at Pappus House in Thomasville.

Born June 1953 in Hanover, she was the daughter of the late Francis J. Small Sr and Rita Hemler Small. She was preceded in death by her husband of 26 years, Rick Carter, who passed away in 2020; her beloved cat Willy, who passed in 2021; and two brothers, Frank and Tom Small.

A 1971 graduate of Delone Catholic High School, Katie received a bachelor’s degree in marketing from York College of Pennsylvania. She spent her working career in retail, banking, and personal care giving. She was a member of Providence Community Church in Spring Grove, was talented in interior and exterior decorating and fashion, enjoyed shopping, traveling, planting and nourishing flowers, spending time with family and friends, and loved all things feline. She was also an avid San Francisco Giants fan.

She is survived by her brother Frank’s wife, Joan Small; four siblings: Don Small and his wife Denise, Bob Small and his wife Michele, Mary Louise Small, Loraine Yoneda and her husband Shohei, and her cat Sammy; and by nieces and nephews: Donna Sweeney, Gina McInturff, Jason and Jeffrey Small, and Nick Yoneda; and by four great-nephews.

A memorial service and/or visitation may be planned for a later date.

In lieu of flowers to family, memorial contributions would be appreciated to Pappus House, 66 Big Mount Road, Thomasville, PA 17364, a hospice facility that surrounded Katie with love and beauty in her last days and allowed her to pass on with the dignity she so deserved.
